Pre-Creator's Update, C'Thiris Tesseract was supposed to be found under Alter IV. If you were finding it under Anvil, that was a bug. Post-Creator's Update, the Tesseract can now be found under the new Alchemy Table, along with explosives, flasks, a few potions (Swiftness Potion, but Swiftness Potion II is Manual Crafting?), and the Relics.
